The Minister of the internal ministry of France has to join hands to protect the woman's right on topless in some rather complex situations.
In late August, France polices required some women to cover their topless part when they were lying on a beach of a seaside resort at Sainte-Marie-la-Mer, southwest of France. Another family requested police to do themself if they want the woman to wear a bra.
The city hall after that has made clear that no regulation prevents those with topless during sunbathing in the city. After events above caused the noisy disputes on the social network.
France has many weird regulations relating to the matter of being nude or not being nude. For example, this country doesn't have any regulation on prohibiting nude completely anywhere but has a law against disturbing public order.
France also has bans on the things you can wear somewhere - for example, a one-piece swimsuit is banned from the public swimming pool. Only wearing swimming trunks sometimes is not allowed at some locals.
Since 1960, the behavior of topless at beaches was considered as a declaration of releasing the woman from the patriarchal oppression of man. However, while there are many beaches allowing nude in France, this situation is less and less common, especially among young women.

According to The Local, in 1984, there are 43% of women sunbathing in topless and up to 2016, this number remains 29%. However, for the woman under 35 years old, the number reduced to 2%.
Currently, only 2 out of 10 women are topless. There are many people of young generations opposing to the topless due to concerns of the skin cancer, or about being recorded, attacked, or criticized about the body shape.
